Sourcing Essential Oils for Cosmetics: An Importer's Checklist for Lavender, Rosemary and Eucalyptus

Lavender, rosemary and eucalyptus appear in thousands of cosmetic and personal care products, from shampoos and body washes to balms and facial oils. Because they are so widely used, they are also the oils most often diluted, mislabelled or supplied without the paperwork a brand needs to sell legally.

Whether you formulate in India or import into the USA, the EU, the UK, Canada, Australia or South Korea, this checklist will help you buy with confidence.

The checklist

  • Correct botanical source and INCI name. The INCI name goes on your ingredient list, so it must match the oil you buy.
  • A COA for the actual lot, showing physical constants and composition by gas chromatography.
  • An MSDS (safety data sheet) for transport, storage and workplace safety.
  • Allergen information, so you can label fragrance allergens correctly.
  • IFRA conformity information if the oil is used for fragrance in a finished product.
  • A reference sample of the approved lot, kept so that future deliveries can be matched against it.

Lavender oil

Lavender Essential Oil has a soft floral and herbaceous profile that suits skin care, soaps, hair care and fine fragrance. Its character comes mainly from linalool and linalyl acetate. Linalool is a declarable fragrance allergen in the EU and several other markets, so your supplier should report it on the allergen statement.

  • Botanical name: Lavandula angustifolia
  • INCI name: Lavandula Angustifolia Oil
  • CAS number: 8000-28-0
  • Key COA figures: linalool and linalyl acetate

IndoOils supplies lavender from Indian farms alongside French and Bulgarian and South African origins, so you can compare profile and price side by side.

Rosemary oil

Rosemary Essential Oil is one of the most requested oils in hair care. Its fresh, herbal and camphoraceous profile signals "natural" in shampoos, scalp tonics and hair oils.

  • Botanical name: Salvia rosmarinus (formerly Rosmarinus officinalis)
  • INCI name: Rosmarinus Officinalis Leaf Oil. Newer INCI listings use Salvia Rosmarinus Leaf Oil, so check which name your market's ingredient database expects.
  • CAS number: 8000-25-7
  • Key COA figures: 1,8-cineole, camphor and alpha-pinene

Rosemary is produced in different chemotypes, with varying proportions of 1,8-cineole, camphor and alpha-pinene. Agree the profile you need and ask for the composition on each COA.

Eucalyptus oil

Eucalyptus Essential Oil brings a sharp, fresh and penetrating note to balms, rubs, soaps and spa products. Its main constituent is 1,8-cineole (eucalyptol), and the cineole content is the key figure to check on the COA.

  • Botanical name: Eucalyptus globulus
  • INCI name: Eucalyptus Globulus Leaf Oil
  • CAS number: 8000-48-4
  • Key COA figure: 1,8-cineole content

The same checks apply to every essential oil you put into a cosmetic. Three that often sit alongside lavender, rosemary and eucalyptus in skin and hair care ranges:

Rules to know in each market

  • European Union: the Cosmetics Regulation (EC) No 1223/2009 requires fragrance allergens to be listed on the label above 0.001% in leave-on and 0.01% in rinse-off products. Regulation (EU) 2023/1545 expands the list of named allergens. New products placed on the market from 31 July 2026 must already follow it, and products already on the market must comply by 31 July 2028.
  • United Kingdom: UK cosmetics rules follow the same principles and are enforced by the Office for Product Safety and Standards.
  • USA: the Modernization of Cosmetics Regulation Act (MoCRA) requires facility registration, product listing and safety substantiation.
  • Canada: cosmetics must be notified to Health Canada, and ingredients are checked against the Cosmetic Ingredient Hotlist.
  • South Korea: the MFDS sets ingredient standards, and ingredient names follow the Korean cosmetic ingredient dictionary, which is based on INCI.
  • Australia and New Zealand: ingredient introduction is regulated by AICIS in Australia and the EPA in New Zealand.

A supplier who provides accurate INCI names, CAS numbers and lot-specific test reports makes every one of these steps easier. Our guide to fragrance allergen labelling explains the EU and UK allergen rules in more detail.
